Com a Federa\u00e7\u00e3o adveio a dualidade de jurisdi\u00e7\u00e3o: os antigos Tribunais Imperiais foram estadualizados e foram institu\u00eddos o Supremo Tribunal Federal e a Justi\u00e7a Federal, inspirados na Lei Org\u00e2nica do Judici\u00e1rio norte-americano. O pr\u00e9dio localizava-se na Pra\u00e7a da Matriz, era id\u00eantico ao do Theatro S\u00e3o Pedro, e j\u00e1 n\u00e3o existe mais. A estrutura funcional e os recursos materiais eram m\u00ednimos. A equipe era integrada por um juiz seccional, um juiz substituto, um escriv\u00e3o, um oficial de justi\u00e7a e um porteiro. O juiz trabalhava em sua resid\u00eancia e as audi\u00eancias eram realizadas no cart\u00f3rio federal, \u00e0s quintas-feiras, ao meio-dia. As quest\u00f5es discutidas no per\u00edodo comp\u00f5em hoje o acervo hist\u00f3rico de processos judiciais. Entre outros, destacam-se os crimes de contrabando, falsifica\u00e7\u00e3o de moeda e crimes pol\u00edticos praticados na Revolu\u00e7\u00e3o Federalista, na Revolu\u00e7\u00e3o de 1923, nos movimentos tenentistas em terras ga\u00fachas que originaram a Coluna Prestes e, finalmente, na Revolu\u00e7\u00e3o de 1930. No caso da Federalista, s\u00e3o bastante frequentes os pedidos de indeniza\u00e7\u00e3o apresentados por fazendeiros e comerciantes do interior do estado, em virtude dos preju\u00edzos sofridos durante a guerra. Os primeiros servidores foram recrutados em outros \u00f3rg\u00e3os, j\u00e1 que, para os primeiros cargos, poderiam ser aproveitados servidores est\u00e1veis da Uni\u00e3o como, por exemplo, dos Correios, do Lloyd Brasileiro e da Companhia de Navega\u00e7\u00e3o Costeira \u2013 as duas \u00faltimas extintas durante o governo Castelo Branco \u2013, al\u00e9m de ex-combatentes da Segunda Guerra Mundial.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">O Tribunal de Justi\u00e7a do Estado transferiu para o \u201cPalacinho\u201d cerca de tr\u00eas mil processos, nos quais predominavam quest\u00f5es tribut\u00e1rias, previdenci\u00e1rias e criminais. A Companhia encontrava-se em processo de liquida\u00e7\u00e3o e o seu pr\u00e9dio foi destinado \u00e0 nova sede.<\/span><\/p><p><span style=\"font-weight: 400;\">Em 10 de outubro de 1967, ocorreu a instala\u00e7\u00e3o solene da Justi\u00e7a Federal ga\u00facha, no Edif\u00edcio Protetora, com a presen\u00e7a do governador do estado, al\u00e9m de outras importantes autoridades federais e estaduais. O novo edif\u00edcio, mais moderno, foi inaugurado em 09 de maio de 1997, ocasi\u00e3o do anivers\u00e1rio de 30 anos da reimplanta\u00e7\u00e3o da Justi\u00e7a Federal. A nova localiza\u00e7\u00e3o fica no Centro Administrativo Federal de Porto Alegre, Rua Ot\u00e1vio Francisco Caruso da Rocha, n\u00ba 600.<\/p>\n<p><span style=\"font-weight: 400;\">O edif\u00edcio foi constru\u00eddo em forma de cruz e possui nove amplos pavimentos e 28,5 mil metros quadrados de \u00e1rea constru\u00edda, com capacidade para comportar at\u00e9 33 Varas e seus respectivos setores de apoio.&nbsp;<\/span>Possui um audit\u00f3rio que foi batizado de Audit\u00f3rio Hermillo Galant.<span style=\"font-family: var( --e-global-typography-text-font-family), Sans-serif;\">&nbsp;Na \u00e9poca de sua inaugura\u00e7\u00e3o, a Justi\u00e7a Federal n\u00e3o utilizou toda \u00e1rea do pr\u00e9dio, permitindo com isso que a estrutura administrativa do Tribunal Regional Federal da 4\u00aa Regi\u00e3o, que se encontrava em um pr\u00e9dio alugado, pudesse provisoriamente instalar-se na \u00e1rea restante.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Como patrono da nova sede, foi escolhido o Ministro do Tribunal Federal de Recursos, Am\u00e9rico Godoy Ilha, autoridade que empossou os tr\u00eas primeiros ju\u00edzes federais da Se\u00e7\u00e3o Judici\u00e1ria do Rio Grande do Sul.&nbsp;<\/span>O pr\u00e9dio recebeu o nome de Foro Ministro Am\u00e9rcio Godoy outubro de 1967, a Justi\u00e7a Federal tinha tr\u00eas varas. O pr\u00e9dio acabou abrigando 15, al\u00e9m das oito especializadas que estavam separadas, em um pr\u00e9dio tamb\u00e9m inadequado na J\u00falio de Castilhos. Atrav\u00e9s de sistema totalmente virtual, que dispensava uso de papel, o processo passou a ter toda movimenta\u00e7\u00e3o em meio digital, desde a peti\u00e7\u00e3o inicial at\u00e9 a baixa, sem a necessidade de deslocamento do advogado at\u00e9 a sede da Justi\u00e7a Federal. <\/span><\/p><p><span style=\"font-weight: 400;\">O e-Proc v1 era voltado aos Juizados Especiais Federais, mas a sua segunda vers\u00e3o, <\/span><span style=\"font-weight: 400;\">chamada de e-Proc v2, alcan\u00e7ou todas as compet\u00eancias e graus de jurisdi\u00e7\u00e3o da Justi\u00e7a Federal da 4\u00aa Regi\u00e3o.
